FAES launches this work to respond to the demand to modify the funding regime of the Autonomous Community of Catalonia, promoted by the regional government of La Generalitat, known as the "Fiscal Pact" and passed by the Parliament of Catalonia in July.

With this compilation of ideas, FAES seeks to furnish reasons to discuss the dogma upon which Catalan nationalism seeks to support its fragile position. In other words, the alleged fiscal abuse suffered by Catalan citizens with the current State model, from which stems the urgency to alter Catalonia's funding system, as a first stage, and of later advancing on the road to sovereingnism, as an unavoidable endeavour after so many years of injustice.


Libertad o coacción¿Libertad o coacción? Políticas lingüísticas y nacionalismos en España

Among the different conflicts burdening the life of Spaniards, we have those whose epicentre is the contact between languages. Or rather, the contact between Spanish, the official State language and of common use in our country, and each of the languages spoken at the six Autonomous Communities where there is, apart from Spanish, another official language. Indeed, one thing we have had plenty of these thirty years is language policies. Many and of all sorts. And always carried out by the different regional governments empowered, in theory, to do so.  

Generally, these policies have had in each Community the driving force behind them, either explicitly or diffusely, of Nationalism, creating many tensions and problems among the citizens, whether between the citizens of one community, or between the citizens of one community and those of the rest of Spain. This book talks about all this. And it does so one Community at a time, studying all aspects related to this issue: legislation, rights and duties, use of languages by the Administration, education, justice, and the media etc. This overview of Spanish linguistic geography is completed with an approach to the brotherhood of the different Spanish languages, the episodes of understanding between cultures and the validity of social and linguistic surveys.

IV FAES Freedom Award

At its meeting held on June 18, and following a proposal made by its President, José María Aznar, FAES Foundation's Board of Trustees unanimously agreed to grant to Mario Vargas Llosa the "2012 FAES Freedom Award" for his civic virtue and stimulating intellectual career in defence of freedom, individual rights, democracy and the Rule of Law. This publication gathers the different conferences pronounced in the Award Ceremony celebrated in Madrid on October 24.

In 2009, on its twentieth anniversary, FAES Foundation instituted the "FAES Freedom Award" as an annual and international prize to recognize the merits of the award-winning personalities in the cause of freedom.

Is the capacity allocation among Autonomous Communities consistent with the considerations offered by their economic analysis? Since Spain started the political and administrative decentralisation of the current system, which we call Autonomic State, the issue of its funding emerged as the basic problem that needed to be solved.

In this report, Gabriel Elorriaga, Mario Garcés and Julio Gómez-Pomar analyse the most significant challenges faced by the autonomic phenomenon, and they articulate and set forth measures to face with success the challenges posed by their reform and by a more efficient management of the services rendered at a sub-central level.

TAFTA The Case For an Open Transatlantic Free Trade Area

The deep economic crisis that we are enduring on both sides of the Atlantic has demonstrated the importance of the transatlantic economy in the global context and has shown just how integrated European and American economies are, adding to the relevance of this relationship for our societies.

FAES Foundation already proposed an Atlantic Prosperity Area in 2006. This second edition expands and specifies the overall growth strategy, reinforcing everything that joins us together, at a time when it is more necessary than ever to work so that the 21st century does not diminish our collective ability to influence before the rise of new powers or coalitions. The Transatlantic Free Trade Area (TAFTA) is a historic opportunity to build the largest economic prosperity area in the world.

The Reform of the International Financial System

FAES Foundation has drafted this report in response to two key questions raised from the financial crisis experienced by the world economy: what went wrong? and what reforms are needed to right these wrongs? The proposals offered by this report attempt to learn lessons from the crisis. Vigorous and sustained recovery is unthinkable without a solvent financial system that channels savings efficiently.

The proposed measures attempt to cover five main objectives: to boost the role of the monetary policy in financial stability, reduce the risks of the financial system, improve the supervision of institutions, increase transparency and incentives for prudent risk management, and optimise the effectiveness of international financial institutions. These measures are applicable to Spain, although the Spanish financial system has specific points that condition the efficient recapitalisation of a significant part of it. Saving these obstacles is essential for the economic recovery of Spain not to be aborted by an inadequate economic and financial policy.

Rescuing the Euro

'Rescuing the Euro' is the latest 'FAES Special Paper' written by economist Fernando Fernández Méndez de Andés. Amongst other important considerations, the document states that "The break-up of the euro would be a political and economic disaster; the end of the European dream and the rise of populist nationalism, the return of protectionism and widespread impoverishment", and that "The constitutional structure of the euro must be culminated with a Banking, Fiscal and Political Union. That is the important task at hand". This 'FAES Special Paper' is also available in English and German.

Latin America: An Agenda for Freedom 2012

An Agenda for Freedom 2007 stated that Latin America constitutes a substantial part of the West and that the Region was faced with the dilemma of choosing between the path of progress, democracy and openness, or the path of populism, backwardness and irrelevance within world affairs.

Five years later, An Agenda for Freedom 2012 shows how the majority of the Latin American nations have chosen the right path. Latin America is now more prosperous, largely democratic and faces an excellent opportunity to consolidate its development. Nevertheless, it is still necessary to tackle certain key challenges: the Region must consolidate its middle classes, combat violence with the lawful instruments of the State and take on a more prominent role within the realm of world affairs. Based on the strength of a series of ideas that revolve around the concepts of freedom and democracy, Latin America finds itself in a position to take its place at the forefront of nations throughout the world.

In this report, FAES analyses the major challenges that Europe is facing and proposes a series of measures the Union can adopt to address them. European integration after World War II was a success. The desired goals were fully achieved: peace and reconciliation for the European nations; security to ward off the threat of a totalitarian and expansionist model; cooperation based on freedom to reach goals shared by democratic nations and a common ambition for prosperity based on a free market economy. Today, the goals might seem different, but they are not. We are at peace, but peace is not guaranteed. We need to avoid temptations such as diluting the Nation States into a superstructure lacking legitimacy or creating state-like entities which would only revive old conflicts. Overcoming the economic crisis requires openness, competition and integration so that European economies are more dynamic and create employment and wealth.
