/22.10.13/.- The secretary-general of FAES Foundation, Javier Zarzalejos, has analysed the judgement of the European Court of Human Rights whih has ruled against applying the 'Parot Doctrine' and has considered that the the decision is a “civic and democratic failure the retarded effect of which is now being suffered”.
FAES Foundation will launch and present on Tuesday, October 15 its reportPropuestas para una estrategia energética nacional (Proposals for a National Energy Strategy), which comprises the changes undergone by the energy sector in the past two years. /05.10.13./- Miguel Marín, Director of Economy and Public Policies of FAES Foundation, participated on Saturday, October 4 in the seminar on fiscal federalism held jointly by the Konrad Adenauer Foundation and Manuel Giménez Abad Foundation in Altea (Alicante). Marín took part in the panel “Toward a European Fiscal Union: Consequences for the National Fiscal System”, where he stated that Europe is not ready yet for fiscal union and that its debate paralyses others which are necessary, such as the banking union one. In this respect, he suggested not to take more steps in this direction without consolidating the previous ones.

Este afán se plasma en un sistema político-institucional sui generis en el que los Tratados atribuyen el poder legislativo, judicial y ejecutivo entre las diversas instituciones comunitarias. Dentro del entramado institucional comunitario, el Consejo desempeña un papel fundamental, puesto que es co-legislador y autoridad presupuestaria junto con el Parlamento Europeo. Además, el Consejo está llamado a ejercer un papel cada vez mayor en la definición de la política exterior de la Unión Europea y realiza una labor fundamental en la preparación de las reuniones del Consejo Europeo, verdadero vértice político de la Unión Europea. La forma en que el Consejo adopta sus decisiones está también diseñada para conseguir el consenso y mantener el equilibrio de poderes. Hasta ahora, el Consejo ha adoptado sus decisiones mediante el denominado sistema de voto ponderado.
